The real problem is that Obama dumped billions into the pockets of multiple czars who were tasked with dealing with great lakes issues and the money vaporized like always leaving legitimate issues ignored. Dealing with invasive species, dredging shipping channels, and mitigating sewage releases into the lakes are legitimate issues.
Personally I would put someone like Bill Schuette in charge. He's been very effective in dealing with this sort of thing as attorney general after Rick Snyder reorganized and put pollution control under the jurisdiction of the attorney general's office. One good result is that the company operating the pipeline across the Mackinac strait found missing support struts so they upgraded the pipeline above and beyond current standards without being asked to do so.
Its a direct contrast with the situation under Granholm that led to the Embridge pipeline spill. Granholm never even hired the required state pipeline inspector meaning there was no immediate incentive for Embridge to inspect.
