Scalia was in the sense that Will is speaking of not an ideal conservative justice, because he is in some respects a majoritarian, and not a champion for the individual. Gorsuch from what I have seen strikes me as Scalia-like, a textualist by inclination, but Will's right, we can't yet tell whether he views his role on the ultimate appellate court as a means to an end, to serve the Declaration's ideal of the securing of the rights of man.
