Depends on who and how it is interpreted.  It does exist in the Quran.  It is regularly used against non-muslims in muslim controlled areas.

Jizya received divine sanction in 630 when the term was mentioned in a Quranic verse (9:29).[180] Max Bravmann argues that the Quranic usage of the word jizya develops a pre-Islamic common-law principle which states that reward must necessarily follow a discretional good deed into a principle mandating that the life of all prisoners of war belonging to a certain category must be spared provided they grant the "reward" (jizya) to be expected for an act of pardon.[182]

In 632 jizya in the form of a poll tax was first mentioned in a document reportedly sent by Muhammad to Yemen.[180] W. The Return of Jizya

Muslim demands for non-Muslim “infidels” to pay jizya on pain of death are growing, even as the West fluctuates between having no clue what jizya is and thinking that jizya is an example of “tolerance” in Islam.

In the video where the Islamic State slaughters some 30 Christian Ethiopians in Libya last April, the spokesman repeatedly pointed out that payment of jizya (which the impoverished Ethiopian migrant workers could not render, nor the 21 Copts before them) is the only way for Christians around the world to safeguard their lives:

    But whoever refuses [to pay jizya] will see nothing from us but the edge of a spear. The men will be killed and the children will be enslaved, and their wealth will be taken as booty. This is the judgment of Allah and His Messenger.

And, when you read these keep in mind that male "chastity" doesn't mean the same thing in the West and in islam.  Married men are chaste if they only have sex with their wives and women of the right hand, as in owned people/slaves.  Unmarried men are chaste as long as they restrict their sexual activity to their slaves.

It should be obvious, without going into every detail, that islam is NOT compatible with enlightened modern democracy.

In recent decades, muslims have been all out to kill Sikhs, Hindus, Jews, Christians, others. Historically they drove the Zoroastrians from Persia. The partition of India was largely on account of muslims.

The underlying premise of islam is spreading by the sword if necessary. Period.

If you know a muslim in the west that says otherwise, they are simply being dishonest (Taqqiya) or not really practicing the theocracy in their lives.

It seems everywhere islam lives, there is trouble, violence, conflict. Philippines. India. Israel. A few examples.

Unfortunately experiments seem to be undertaken. And people getting killed on account of that mistake.
