I've spent a lot of time in Hong Kong and Shanghi. My experience is the opposite. They build stuff they may need far into the future. The American business model of maximizing quarterly profits is well...alien to them..
Underestimating the Chinese is a grave mistake ...
The cities are much different than the rural areas. Concentration is far and away on cities. Few beneficial projects for countryside, i.e. Comparable to our interstate hwy system.
Rural areas by and large are to serve the cities, like smelting and power plants, dams, etc.
