It basically was a bird. The Cretaceous period was the end of the dinos and the beginning of the type of stuff we are familiar with. Birds are basically the only descendants of dinosaurs we have today.

How do they know that it wasn't a bird?

The tail is long and flexible, which is typical of dinosaurs but not birds.

It basically was a bird.

It had a lot in common with birds, but if you look at their opinion of what it looked like you see a lot more dinosaur than bird. That's just their opinion but still, not many are more qualified to have one on this matter.
