               Krugman seemed pretty accurate today. One thing I forgot to put in my note
yesterday is that the Administration, I think to show that this was all
going to work, said that there was no need for additional appropriated
funds to make risk corridor payments. They are scrambling now to find funds
for those payments and are basically pilling up a bunch of IOU's with the
insurers until they can crack that problem. The insurers are agitating, but
will almost certainly get paid.
