Found this nugget in a local news story.
First, some background: Allegany County is very rural; there are no cities in the county, and Wellsville (population about 7000) is the biggest town. The nearest Wal-Mart or other Big Box-type store is in Olean, about 30 miles away. There was discussion about putting a Wal-Mart on a piece of property, and then came this:
