From the article “WNY hospitals score low to average in CMS star ratings” by Tracey Drury:

None of the hospitals in the eight-county region received a top five-star rating and just one hospital received a four-star rating: TLC Health Network, whose Lake Shore Health Care Center in Irving remains in bankruptcy. The majority of hospitals, including all of those in the Kaleida Health and Catholic Health systems, were ranked as two-star or three-star.

The ratings are based on surveys by the Centers for Medicare & Medicaid Services (CMS) and posted this week on CMS’ Hospital Compare website. According to the federal agency, the ratings are intended for consumers to help them make better decisions based on survey results on such measures as cleanliness, staff responsiveness, pain management and other measures.

For the record, most of the Catholic hospitals got three-star ratings, and the public hospitals mostly got two-star ratings.
