MOSCOW, March 10 (UPI) -- Russian President Vladimir Putin delivered awards on Monday to more than 30 people, including to Chechen leader Ramzan Kadyrov and Andrei Lugovoi, a murder suspect.
Lugovoi is a suspect in Britain, for the murder of Kremlin defector Alexander Litvinenko, who died in a London hospital in 2006 after apparently being poisoned with the radioactive isotope polonium.

Lugovoi is currently a member of the Russian parliament and was awarded the second-class merit for his "services to the fatherland."

Chechen President Kadyrov was awarded the Order of Merit by Putin. Kadyrov recently defended Zaur Dadayev, who is a suspect in the assassination of Russian opposition leader Boris Nemstov.

"For work achievements, active social activities and many years of diligent work the Order of Merit is awarded to Ramzan Kadyrov, the President of the Chechen Republic," a decree signed by Putin states.

The award to Kadyrov, coinciding with the arrests of the suspects in Nemstov's killing are coincidental, according to a spokesman for Putin; stating that the decree for the awards was filed months ago.

"Zaur was one of the bravest men in the regiment," Kadyrov said of Dadayev. "He displayed particular courage in an operation against a large group of terrorist... I am certain that he was sincerely dedicated to Russia and prepared to give his life for the Motherland."

Nemtsov was shot in the back with a pistol on Feb. 27 while walking on a bridge near the Kremlin. He was a former deputy prime minister under former Russian President Boris Yeltsin and a sharp critic of President Vladimir Putin.
