"There are no American military solutions to the problems in Iraq," Earnest told reporters on Thursday.
"These problems can only be solved with Iraqi political solutions.”
He added that Washington may choose military action if the country's interests fall in danger.
The New York Times reported on Thursday that US President Barack Obama is considering airstrikes in northern Iraq where thousands of people are stranded on a barren mountaintop without food or water after death threats from ISIL terrorists.
In meetings with his national security team at the White House, Obama weighed a series of options ranging from dropping humanitarian supplies on Mount Sinjar to military strikes targeting ISIL militants now at the base of the mountain.
“There could be a humanitarian catastrophe there,” an administration official told the Times, adding that a decision from Obama was expected “imminently.”
ISIL militants have terrorized entire communities, including Shias, Sunnis, Kurds, Christians, Yazidis and others, as they continue their advances in Iraq.
Both White House and Pentagon officials have previously indicated that the United States would not take any military action in Iraq until Prime Minister Nouri al-Maliki stepped down.
