Biden's latest example idiocy aside, there are reasons that most of the African continent can't join developed nations on other continents anytime soon. The primary reason being, of course, Islamic rule and the real genocide that is occurring in multiple nations on that continent.
I know Biden was just there to offer "hope" and not real solutions, but the naivete of his words is an absolute embarrassment to me as an American. I bet the educated at that conference were wondering what planet the babbling fool speaking to them was from.
