This crap is insidious and people do not appreciate just how burdonsome and intrusive these mandates are.  My wife oversees a weekly union electrician payroll of about 500 employees.  The company has bid on and won contracts for a couple of Federal projects, the overhaul of the local Federal building being one of them.  The reporting requirements, intrusive inspections and audits were unreal, as was the requirement to have at least one minority and/or woman owned subcontractor onboard for some of the work (whether they were qualified or not).  Until you actually deal with it up close it is difficult to appreciate how much additional uncompensated time is required to document compliance.
