Had the full House voted to impeach Nixon, it is uncertain the Senate vote would have reached the required 2/3 needed to convict.

Interesting article, from Front Page Magazine, outlining the Nixon case and commenting on the Obama case.

It is noteworthy that political abuse of the IRS was one Article during Nixon's era, but was NOT illegal. It is now illegal.
