The VA appears increasingly to be unfixable, and Congress would do well to recognize that fact, transfer all of its patients to competent, local civilian care, shut the VA down and disassemble its incredibly inept bureaucracy.

Not all of the VA activities can be transferred to the private sector medical community. The VA does its best work with the military who have suffered combat related injuries - multiple amputations, effects of deadly gases, PTSD, etc. These are things that are rarely seen in the civilian population. The VA is needed to give the specialized care these patients deserve.
