Come on - this is ridiculous!

I bet you the farm that "several years" means since January/February 2009.

PenEx's are a standard part of training for ANY department who's job is getting into places they shouldn't be in. Best way to learn is by doing, and the debriefs afterwards are both exhaustive and exhausting. The target (if friendly) gets a full report on all security failures noted and exploited during the PenEx. Not saying the odd one isn't "accidentally left off" the report for the next team, but we try to make them as thorough as possible, since we're both testing ability and the security of usually highly sensitive sites.

It's another way the Worm is blunting US capability of it's ultra high end units.
