This is exactly why there needs to be a Special Prosecutor to formally investigate this mess.  Congressman Louis Gomer is suggesting Congress cut every salary at IRS by 20% immediately, until such time those missing e-mails are produced.  Not sure if that can be done legally, but it sure would be interesting to see how fast it worked....
