Anyone explain the rationale of this?

I don't know a single person across 4 continents that doesn't re-use plastic bags a dozen times, the final time as a trash bag. Where is the benefit in refusing to sell/ use plastic bags and making people buy far more expensive trash bags - apart from the benefit to the stores and manufactures.
