Impeachment is a political matter, not merely a prosecutorial matter, and can only be safely indulged in if there is a consensus across political lines about it.  That is why the threatened impeachment of Nixon worked and the attempted impeachment of Clinton almost blew the GOP out of the water.  Impeaching Obama right now would be worse for the GOP than the idiotic swipe at Clinton was.
