Williams is wrong about the reasons for racial segregation in prisons.

It's necessary and essential to "keeping the peace" amongst the inmates.

Where attempts have been made to forcibly "integrate" prison populations, the result has been increased violence, killings, etc.

Keep the prisoners racially segregated, and this racial friction is reduced.
