Yes, but the alternative O is not taking into consideration will be more outsourcing to India or Indonesia.   A couple of weeks ago I had to call DISH.. the prior calls always went to somewhere in the USA -Ohio, etc... this guy spoke such perfect English I was shocked when he told me he was in Indonesia.

So what?  Are we free market capitalists here, or just another species of socialist?

If they do it will be temporary and/or part-time employees.

They'll also outsource.. overseas and independent contractors.

It's my contention here that by making it more expensive to pay overtime, the thinking from the faculty lounge directors is that they'll choose a new hire instead.   (Yeah, I know......DUH??)

It's part of the game being played between the government and business owners...where a government believes you have the wherewithal to provide another person a job, but have chose to sit on your cash {profits} and ask a bit more of your team {slave workers}.

Meanwhile the business owner would be hiring like gangbusters if only Obamacare was repealed.  Or even if a Republican controlled all three branches.

Most people would sit up and realize it's not working.

Trouble is, THEY DON'T CARE!   They thrive on hard times.

We're just too stupid and cowered it seems....to even call them on it.

A new hire us not less expensive... most non cost accountants seldom see the hidden costs for each employee... overtime is less expensive, outsourcing is even less, less expensive.

Their thinking is that if you're paying 4 people time and a half to work ten hours overtime per week, it's more beneficial to have 6 people working 40 hours.

More people paying taxes.

But you're right.  The cost of the benefits package would determine the hire.
