Not a chance until the Republicans regain a Senate majority -- if they can.

Even if this happens, there still isn't much of a chance. Obama will never sign legislation passed by a Republican House and Senate over the protests of democrats therein...

This is the same argument we heard about welfare reform when Bill Clinton was president yet he DID sign the legislation into law and the country benefited greatly for a time!
