The ground work has already been laid, that in the event of a national emergency, with a mere stroke of Obama's pen this is how martial law could play out. This is, in part, what Justice Antonin Scalia referenced last month.

Here are the Executive orders already in place in the event of a national crisis:
   



EXECUTIVE ORDER 10990   

Allows the government to take over all modes of transportation and control of highways and seaports.

EXECUTIVE ORDER 10995   

Allows the government to seize and control the communication media.

EXECUTIVE ORDER 10997   

Allows the government to take over all electrical power, gas, petroleum, fuels and minerals.

EXECUTIVE ORDER 10998   

Allows the government to seize all means of transportation, including personal cars, trucks or vehicles of any kind and total control over all highways, seaports, and waterways.

EXECUTIVE ORDER 10999   

Allows the government to take over all food resources and farms.

EXECUTIVE ORDER 11000   

Allows the government to mobilize civilians into work brigades under government supervision.

EXECUTIVE ORDER 11001   

Allows the government to take over all health, education and welfare functions.

EXECUTIVE ORDER 11002   

Designates the Postmaster General to operate a national registration of all persons.

EXECUTIVE ORDER 11003   

Allows the government to take over all airports and aircraft, including commercial aircraft.

EXECUTIVE ORDER 11004   

Allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.

EXECUTIVE ORDER 11005   

Allows the government to take over railroads, inland waterways and public storage facilities.

EXECUTIVE ORDER 11051   

Specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.

EXECUTIVE ORDER 11310   

Grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.

EXECUTIVE ORDER 11049   

Assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.

EXECUTIVE ORDER 11921   

Allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. The Federal Emergency Management Agency has broad powers in every aspect of the nation. General Frank Salzedo, chief of FEMA's Civil Security Division stated in a 1983 conference that he saw FEMA's role as a "new frontier in the protection of individual and governmental leaders from assassination, and of civil and military installations from sabotage and/or attack, as well as prevention of dissident groups from gaining access to U.S. opinion, or a global audience in times of crisis." National Security Act of 1947   

Allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the requirements for manpower, resources and production facilities.

1950 Defense Production Act   

Gives the President sweeping powers over all aspects of the economy.

Act of August 29, 1916   

Authorizes the Secretary of the Army, in time of war, to take possession of any transportation system for transporting troops, material, or any other purpose related to the emergency.

International Emergency Economic Powers Act   

Enables the President to seize the property of a foreign country or national. These powers were transferred to FEMA in a sweeping consolidation in 1979.

There over 800 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they're mostly empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law need to be implemented in the United States and all it would take is a presidential signature on a proclamation and the attorney general's signature on a warrant to which a list of names is attached.

The Rex 84 Program was established on the reasoning that if a "mass exodus" of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons.

Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation.

The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people.

I'm dubious of anything Snopes concludes.  ^-^   However, this article does seem a bit over the top. Many of these alleged interment camps are really existing federal prisons, e.g., Alderson (where Martha Stewart and Squeaky Fromme served time). I've seen other articles claiming there's a FEMA camp in a town about six miles from here where we used to live until a few years ago. There's no such camp there, and I'm not sure where these writers get their information.

Well, here's the full text of Executive Order 10990 (a JFK order from 1962):

RE-ESTABLISHING THE FEDERAL SAFETY COUNCIL

WHEREAS section 33 (c) of the Federal Employees' Compensation Act, as amended (5 U.S.C. 784), declared it to be the purpose of the Congress to reduce the number of accidents and injuries among Government officers and employees, encourage safe practices, eliminate work hazards and health risks, and reduce compensable injuries; and

WHEREAS section 35 of that Act, as amended (5 U.S.C. 785), further disclosed the interest of the Congress in the promotion of safety in Federal agencies and establishments; and

WHEREAS the Federal Employees' Compensation Act, as amended and as modified by Reorganization Plan No. 19 of 1950 (hereinafter referred to as the Act), directs the heads of Government departments and agencies to develop, support, and foster organized safety promotion, and to keep such records of injuries and accidents to persons covered by the Act, and to make such statistical and other reports upon such forms as the Secretary of Labor may prescribe; and

WHEREAS the preponderance of accidents involving employees in the Federal service occur in field operations, the heads of executive departments and agencies, and through them, their supervisory staffs, including regional and field staffs, must exert leadership in the establishment of a sound accident prevention program at both the national and regional level; and

WHEREAS representatives of Federal employees should share a similar concern for the establishment of such programs; and

WHEREAS the President is authorized by the Act to establish by Executive order a safety council composed of representatives of Government departments and agencies to serve as an advisory body to the Secretary of Labor in furtherance of the safety program carried out by the Secretary pursuant to section 33 of the Act and to undertake such other measures as he deems proper to prevent injuries and accidents to persons covered by the Act:

NOW, THEREFORE, by virtue of the authority vested in me by section 33(c) of the Act and as President of the United States, it is hereby ordered as follows:

SECTION 1. Establishment of Council.  There is hereby established in the Department of Labor the Federal Safety Council, hereinafter referred to as the Council.  The Council shall be composed of a Chairman, to be designated by the Secretary of Labor, and one qualified representative of each of the several executive departments and agencies and of the municipal government of the District of Columbia (hereinafter referred to as members).  The heads of the departments and agencies and the Board of Commissioners of the District of Columbia shall designate the members representing them, respectively, and may also designate suitable alternate members.  The Secretary of Labor may, as he deems appropriate, appoint representatives of national or international unions, having Federal employees as members, to serve as consultants to the various committees established by the Council.  The Chairman, members, alternate members, and consultants shall serve, as such, without compensation from the United States.

SEC. 2. Purpose and functions of Council.  The Council shall serve in an advisory capacity to the Secretary of Labor in matters relating to the safety of civilian employees of the Federal government and the municipal government of the District of Columbia and the furtherance of the safety program carried out by the Secretary pursuant to section 33 of the Act.  It shall advise the Secretary of Labor with respect to the development and maintenance of adequate and effective safety organizations and programs in the several departments and agencies of the Federal government and the municipal government of the District of Columbia and with respect to criteria, standards, and procedures designed to eliminate work hazards and health risks and to prevent injuries and accidents in Federal employment.

SEC. 3. Council affiliates, committees, and officers.  The Council shall include as an integral part of its organizational structure and operations such affiliates, hereafter established by the Council or now existing, in such manner and to such extent as it deems necessary properly and efficiently to perform its functions.  The Council shall establish such committees, and may choose such officers (other than its chairman), as it finds necessary for carrying out its functions.

SEC. 4. Regulations.  The Secretary of Labor shall prescribe appropriate regulations governing the activities and functions of the Council.

SEC. 5. Administrative and budgetary arrangements.  The Secretary of Labor shall make available necessary office space and furnish the Council necessary equipment, supplies, and staff services.

SEC. 6. Continuity.  The Federal Safety Council established by this order shall be deemed to constitute a continuation of the Federal Safety Council heretofore existing under the provisions of Executive Order No. 10194 of December 19, 1950.

SEC. 7. Revocation.  Executive Order No. 10194 of December 19, 1950, is hereby superseded.

I may not be the brightest bulb in the chandelier, but I don't see where this order provides for "the government to take over all modes of transportation and control of highways and seaports."

WHEREAS telecommunications is vital to the security and welfare of this Nation and to the conduct of its foreign affairs;

WHEREAS it is imperative that the United States maintain an efficient and well-planned national and international telecommunications program capable of stimulating and incorporating rapid technological advances being made in the field of telecommunications;

WHEREAS the radio spectrum is a critical natural resource which requires elective, efficient and prudent administration in the national interest;

WHEREAS it is essential that responsibility be clearly assigned within the executive branch of the Government for promoting and encouraging effective and efficient administration and development of United States national and international telecommunications and for effecting the prudent use of the radio frequency spectrum by the executive branch of the Government;

WHEREAS there is an immediate and urgent need for an examination of ways and means of improving the administration and utilization of the radio spectrum as a whole;

WHEREAS there is an immediate and urgent need for integrated short and long-range planning with respect to national and international telecommunications programs, for continuing supervision over the use of the radio frequency spectrum by the executive branch of the Government and for the development of national policies in the field of telecommunications;

NOW, THEREFORE, as President of the United States and Commander-in-Chief of the armed forces of the United States, and by virtue of the authority vested in me by sections 305 and 606 of the Communications Act of 1934, as amended (47 U.S.C. 305 and 606), and by section 301 of Title 3 of the United States Code, it is hereby ordered as follows:

SECTION 1. There is hereby established the position of Director of Telecommunications Management, which position shall be held by one of the Assistant Directors of the Office of Emergency Planning provided for under Reorganization Plan No. 1 of 1958, as amended (72 Stat. 1799).

SEC. 2. Subject to the authority and control of the President, the Director of Telecommunications Management shall:
 

    (a) Coordinate telecommunications activities of the executive branch of the Government and be responsible for the formulation, after consultation with appropriate agencies, of overall policies and standards therefor. He shall promote and encourage the adoption of uniform policies and standards by agencies authorized to operate telecommunications systems. Agencies shall consult with the Director of Telecommunications Management in the development of policies and standards for the conduct of their telecommunications activities within the overall policies of the executive branch.

    (b) Develop data with regard to United States Government frequency requirements.

    (c) Encourage such research and development activities as he shall deem necessary and desirable for the attainment of the objectives set forth in section 6 below.

    (d) Contract for studies and reports related to any aspect of his responsibilities.

SEC. 3. The authority to assign radio frequencies to Government agencies, vested in the President by section 305 of the Communications Act of 1934, as amended (47 U.S.C. 305), including all functions heretofore vested in the Interdepartment Radio Advisory Committee, is hereby delegated to the Director of the Office of Emergency Planning, who may redelegate such authority to the Director of Telecommunications Management. Such authority shall include the power to amend, modify, or revoke frequency assignments.

SEC. 4. The functions and responsibilities vested in the Director of the Office of Emergency Planning by Executive Order No. 10705 of April 17, 1957, as amended, may be redelegated to the Director of Telecommunications Management Executive Orders No. 10695A of January 16, 1957, and No. 10705, as amended are hereby further amended insofar as they are with the present order. Executive Order No. 10460 of June 16, 1953, is hereby revoked.

SEC. 5. The Director of Telecommunications Management shall establish such interagency advisory committees and working groups composed of representatives, interested agencies and consult with such departments and agencies as may be necessary for the most effective performance of his functions. To the extent that he deems it necessary or advisable to continue tile Interdepartment Radio Advisory Committee it shall serve in an advisory capacity to the Director of Management.

SEC. 6. In carrying out functions under this order, the Director of Telecommunications Management shall consider the following objectives:
 

    (a) Full and efficient employment of telecommunications resources in carrying out national policies;

    (b) Development of telecommunications plans, policies, and programs under which full advantage of technological development will accrue to the Nation and the users of telecommunications; and which will satisfactorily serve the national security; sustain and contribute to the full development of world trade and commerce; strengthen the position and serve the best interests of the United States in negotiations with foreign nations; and permit maximum use of resources through better frequency management;

    (c) Utilization of the radio spectrum by the Federal Government in a manner which permits and encourages the most beneficial use thereof in the public interest;

    (d) Implementation of the national policy of development and effective use of space satellites for international telecommunications services.


     SEC.7. Nothing contained in this order shall be deemed to impair any existing authority or jurisdiction of the Federal Communications Commission.

     SEC. 8. The Director of Telecommunications Management and the Federal Communications Commission shall assist and give policy advice to the Department of State in the discharge of its functions in the field of international telecommunications policies, positions and negotiations.

     SEC.9. The Director of Telecommunications Management shall issue such rules and regulations as may be necessary to carry out the duties and responsibilities vested in him by this order or delegated to him wider this order.

     SEC. 10. All executive departments and agencies of the Federal Government are authorized and directed to cooperate with the Director of Management and to furnish him such information, support and assistance, not inconsistent with the law, as he may require in the performance of his duties.

Again, I'm not the brightest of the bright, but I fail to see where this order "[a]llows the government to seize and control the communication media."


Executive Order 10997 - another JFK order from 1962 - does not "[a]llow[] the government to take over all electrical power, gas, petroleum, fuels and minerals."  It directs the Secretary of the Interior to prepare national emergency plans but specifically states "Nothing in this order shall be construed as conferring authority under Title III of the Federal Civil Defense Act of 1950, as amended, or otherwise, to put into effect any emergency plan, procedure, policy, program, or course of action prepared or developed pursuant to this order. Such authority is reserved to the President."

Two points: (1) it was Congress that empowered the president to take over power, and etc, not some unilateral act by JFK, and (2) considering the context in which this order was issued, 8 months before the Cuban Missile Crisis, I would have expected any competent president to make sure that, consistent with the instructions of Congress, the nation had plans to do the best it could to respond to, amongst other things, a nuclear attack by the Soviet Union.


Executive Order 10998 - another JFK order from 1962 (now I'm beginning to sound like a broken record) - is the EO covering the issue of food items in a national emergency, not modes and means of transportation.  Executive Order 10999 covers modes and means of transportation.  One would have hoped the author could at least keep the EOs straight.

Executive Order 11921 - the most recent EO in the list - was issued by President Ford on June 11, 1976.  I rather doubt that a republican president, in the immediate aftermath of Watergate and Nixon's resignation, would have been contemplating the nefarious takeover of the entire US government/economy by a little proto-fascist like Obama.


It is precisely stupid shit like this that gives democrats/libs/progs carte blanc to effectively portray republicans and conservatives as hard core tin-hat conspiracy nuts.  There are substantial concerns with Obuttocks' use of the executive order power, but taking over the US and imposing a FEMA-based dictatorship on us is not one of those concerns.

I have heard about these so called camps since before Clinton. I have no idea where these people get this idea and have never seen a camp nor do I believe they exist. I do believe Obama is capable of doing this but I don't think at this time it would happen there are still to many we the peoples willing to stand up and fight. Give it a few years more and maybe this will become a reality.

First date on list is 1916 making it somewhat hard for this to be another diabolical Obama conspiracy.

These are probably fairly normal, standing emergency orders, to be used in event of emergency.

Then dragged out every couple of years, along with Bilderbergs and so forth, for hits from low information types.

One is in Lima, Ohio. Lima Correctional Institution was closed in 2001 by Gov. Taft to save money. Now, with over-crowding, it is being considered to be put into new use or rebuilt. Of course, there are railroad tracks nearby because Lima is know for its many trains.


There is a gravel pit not far from there off I75, but there is no dirt around to cover bodies (as claimed). I drive by it all the time, and there is nothing out of the ordinary going on. The WORTH Center and Allen Correction Institute is across the street. I think the FEMA camps are bunk, but believe when push comes to shove, someone like Obama would use anything within their means.

Respectfully, I must disagree to a point.  This country elected Obama to a 2nd term which means too many Americans will follow the devil to their deaths.

the first EO is from 1962 and was issued by JFK and yes, these are standard orders for various emergency purposes.
