President Barack Obama’s approval rating hit a new low mark in a poll out Wednesday, dipping below 40 percent for the first time.

Just 38 percent of those surveyed in a Fox News poll out Wednesday approved of the job Obama is doing, with 54 percent disapproving.

In polls taken by Fox News in January and February, Obama’s approval was at 42 percent. In their polling, Obama had never previously registered a number below 40 percent.

Amid the crisis in Ukraine, the president got low marks on foreign policy, with just 33 percent approving of the job he was doing on international issues. That was down 6 points from their poll in December.

The poll had good news for Obama’s former secretary of state, Hillary Clinton. She topped the list of potential 2016 candidates on whether they would make a good president, with 50 percent saying Clinton would. Republican Kentucky Sen. Rand Paul and Vice President Joe Biden were tied in second place, each at 28 percent.

Clinton also topped possible challengers New Jersey Gov. Chris Christie, Texas Sen. Ted Cruz and former Florida Gov. Jeb Bush by double digits in a hypothetical 2016 presidential race.

Fox News surveyed 1,002 registered voters from March 2 to 4 for the poll, which has an error margin of plus or minus 3 percentage points.
