A statement posted on the website of Turkey’s military General Staff said the Russian plane remained in international airspace. U.S. Secretary of State John Kerry arrived in Ukraine’s capital of Kiev Tuesday to show of support for the country’s new leaders. He paid respects to the dozens of protesters who were killed during anti-government demonstrations that led to President Viktor Yanukovych’s ouster. The White House has announced a $1 billion package of energy aid, training for financial and election institutions, and anti-corruption efforts for Ukraine.
