She was Dan Quayled, Alinskyized. The only thing I can think of when reading the thread title is she is not a witch. But I am sure this poor woman was attacked wrongfully.

I wasn't aware that the Del. Dept of Revenue was a branch of the IRS, or that the IRS had any authority or responsibility over the Del. Dept of Revenue.

Also, under most revenue laws browsing someone's tax information out of curiousity is verboten, and could result in criminal sanctions; has David Smith been charged yet?

Are you also unaware that EVERY state with an income tax uses IRS data for enforcement?

How would they do it otherwise?
