One of the things that Washinton's recreational marijuana law brought about is a measurable standard for police officers to test for marijuana intoxication, and driving while intoxicated is the same no matter what the substance.  Petey Pee Cup is the traffic officer's new best friend, and if you didn't study for your pee test you will end up in the slammer.

In California it was and remains illegal to operate a motor vehicle when intoxicated by ANY substance. They will cite and arrest. A friend of mine was arrested and taken to jail for driving while under the influence of sleeping medications.
