Cardin: Immigration flip 'disappointing'

Sen. Ben Cardin said Sunday House Speaker John Boehner's changed outlook on immigration reform was a direct reflection of a fractured GOP.

"There is so much infighting, I think they're just concerned that they’ll show that fractioning of the party," the Maryland Democrat said on "Fox News Sunday."

A week after the Republican speaker from Ohio signaled that House Republicans were ready to move on immigration, he declared Thursday that nothing was likely to happen until President Barack Obama regained Republicans' trust.

Asked why he thought Boehner would change his outlook, Cardin said he couldn't understand it.

"[It's] very disappointing... Our system is broken," he said. "We know we have problems...I hope that Republicans will allow a bill to move forward."

Sen. Roy Blunt (R-Mo.) countered Cardin's criticism, saying the party was scared off by the president's plan to "use his pen and his telephone."

As a former House whip, Blunt said the chamber's strategy of diving reform into smaller bills made sense.

"What the House has said is 'let's divide this problem up,' " he said. "I've always thought you got a better solution when you divide up the three parts of this problem."

Peter King on GOP immigration reform

Rep. Peter King said Sunday Republicans should get immigration reform done from a national standpoint, but things are still complicated politically back home.

And President Barack Obama's State of the Union address didn't help matters, King said.

"We started getting a real pushback from the Republican base against, you know, members in these districts, where there is no real strong support for immigration reform or certainly not what would be called legalization or a pathway to citizenship," the New York Republican added Sunday on CBS's "Face the Nation."

It would have been difficult to get the party behind reform in a non-election year, he added, but it's even more of a challenge with the midterm election approaching in November.

"In Republican districts, it's not a very popular issue," he noted. "I think nationwide, it's something the Republican Party should do.  But when you take it district by district, it's hard to get a majority of Republicans to sign onto it."

Ayotte: Big 'trust deficit' with Obama

Sen. Kelly Ayotte (R-N.H.) on Sunday said inaction on immigration stems from a significant "trust deficit" between congressional Republicans and President Barack Obama.

"I think there is a real trust deficit right now that I think the speaker is facing," she said when asked by CBS's Bob Schieffer why Speaker John Boehner recent doubts that immigration reform wouldn't get done in 2014. Ayotte mentioned the president's executive actions as the main reason for the GOP's apprehension.

In terms of political repercussions, the New Hampshire Republican said the party shares many values with Hispanic voters and expressed a hope that Boehner could find a way forward for immigration reform to advance.

Sen. Dick Durbin (D-Ill.) countered, saying that House Republicans are using the president's words as excuses for avoiding action.

"Today the excuse is the State of the Union address," he said. "The tea party tease kept coming out of the House" that something would get done, but it hasn't, he said.

"The bottom line is this: we have a strong, bipartisan, fair and balanced bill that came out of the United States Senate."

Durbin: 'Compassionate' decision by Holder

When asked about Attorney General Eric Holder's decision Saturday to extend more federal recognition to same-sex marriages, Illinois Democrat Dick Durbin said it's keeping in line with what the administration has said it would do it.

"Well I can tell you it's logical, it's consistent, it's compassionate," he told CBS's Bob Schieffer on "Face the Nation."

Same-sex marriage was legalized in Durbin's state last November, and it will take full effect on June 1.

"We have basically said, and the courts have led us in this conclusion, that at the federal level, we are recognizing the rights of same-sex couples" consistent with the Supreme Court's landmark decision.

Republican Sen. Kelly Ayotte said it's "another example of the Obama administration imposing its will on the states." But Ayotte, whose state legalized gay marriage in 2010, said it wouldn't be an issue in New Hampshire.

Schumer proposes immigration work-around

Sen. Chuck Schumer says Republicans who fear the president won’t enforce immigration should just wait to implement it when he’s gone.

“There's a simple solution: Let's enact the law this year, but simply not let it actually start till 2017, after President Obama's term is over,” Schumer said on “Meet the Press” Sunday.

Asked whether he thought Speaker John Boehner’s changing message on an immigration reform timeline was “gamesmanship,” he said the arguments against the president didn’t make sense.

“He's deported more people than any other president, but you could actually have the law start in 2017 without doing much violence to it,” he said.

Schumer said the idea immigration could get done in 2015 or 2016 was misguided, because Republican presidential primaries would pull people over to the right.

“Let's say to our Republican colleagues, 'You don't trust Obama? Enact the law now, but put it into effect in 2017 and we can get something real done for America,"' he said.

McFaul: I've been bugged by the Russians

U.S. Ambassador to Russia Michael McFaul says he's had multiple private conversations recorded by the Russian government.

In an interview Sunday on NBC's "Meet the Press," he weighed in on the comments by State Department official Victoria Nuland, where she was recorded saying "f--- the E.U."

McFaul said it was important for Americans to remember that under Russian law, recording activity is legal.

"There is no doubt that I am a primary subject of interest, and they have leaked conversations I thought were private," he said.

Asked whether he believed NSA leaker Edward Snowden was working as a Russian spy, McFaul demurred, saying he couldn't comment on the evidence.

"What I can say is: We want Mr. Snowden to come home and have a court decide what he’s done and hasn’t done," McFaul said.
