10 Year Plan to End Homelessness in San Francisco Proves Worthless

The San Francisco 10 year plan to deal with homelessness is a big flop.  With the commie inspired plan (it was Vladimir Lenin and other communist leaders who came up with the idea of 5 and 10 year plans), the homeless numbers remain the same they were 10 years ago.

Nevertheless, dedicated socialist writers for West Coast newspapers and online news outlets remain hopeful that a new 10 year plan is in order with headlines like:  San Francisco Has New Plan to Cure Homelessness in 10 Years, from NBC Bay Area and SF considering wide-ranging measures to reduce homeless population from the San Francisco Examiner.

New decade, a new plan to end chronic homelessness.

San Francisco set an ambitious goal a decade ago: to fix or cure the situation of people stuck on the streets. With the city’s 10-year plan expiring, officials are creating a new one, according to the San Francisco Examiner.

And it will be different.

The homeless count in San Francisco has remained “flat,” according to the newspaper, with 6,455 homeless people counted last year. That’s an increase of about 200 from 2005.

Here is my 10 year plan for San Francisco: 1.  Outlaw panhandling.  2.  No free housing.  3.  If private charities like Salvation Army want to provide help, let them.  3.  Urinating or defecating on the street should carry a mandatory sentence of 3 months in jail (if you really want to house the homeless, this is where they can get safe, temporary housing).  In other words, don’t make being homeless in San Francisco so attractive.

San Franciscans need to redefine the word “compassion” from the Hinayana or Provisional Mahayana Buddhist idea of give a man a fish and you feed him for a day, to the Essential Mahayana Buddhist idea of teach a man to fish and you feed him for a lifetime.

By another way of looking at this, the programs are highly successful.

The measurement is not how many homeless are helped, but how many well paid government employees are involved in the project.

Goal not helping homeless, goal expansion of size, scope and cost of government.

When you run out of current funds, borrow from future generations, who have no current vote.

Use this model to evaluate a government activity, from cities, counties, states, and all federal agencies and functions.

The provisions for water, for growing food might be an example. From earliest days, laws by authorities involved water rights issues.

Next we add water disputes across county, then state lines. Then we add "clean" water. Then we add water for "recreational purposes." Then we add water involved in generating electricity. Next we add water in plastic bottles. Next we add free water for those in poverty and the underprivileged.

Eventually we consider restoration of degraded wetlands. And so it goes.

In the end you arrive where we are today: Numerous permanently employed government bureaucrats, sitting behind phone answering menus, with underlings doing what little real works takes place.
