Sleazy Eliot Spitzer turned a resort hot tub into a steamy love cauldron over the weekend — kissing and sucking the toes of his topless mistress, Lis Smith, in front of families with children, mortified witnesses told The Post.

The still-married former Love Gov and Smith, Mayor de Blasio’s ex-mouthpiece, were spied frolicking near the family pool at around 4 p.m. Sunday at the Half Moon family resort in Montego Bay, Jamaica.

“It was gross,” said a hotel witness, who was vacationing with her family. “She had her top off.”

The disgraced Spitzer — infamous for wearing his signature black knee socks while having sex with hookers — appears to have a bit of a foot fetish as well, according to onlookers.

“He was licking her toes,” the witness said. “She would sit in his lap. Then he’d put her feet in his mouth. He licked her toes and was playing with her feet.”

He also cuddled and whispered sweet nothings into the ear of Smith — a political flack who lost her chance at being a top spokesperson for de Blasio in part because of her relationship with the raunchy Spitzer.

The couple’s public display became a spectacle at the resort, which was frequented by John and Jackie Kennedy during his presidency.

A 10-year-old boy who saw Smith topless in the pool ran back to his parents and shouted, “Mom there’s an old guy in the Jacuzzi with this girl and she’s topless and she’s got her legs wrapped around him,” sources said.

The boy’s cries — “He’s sucking on her toes!” alerted other guests, who walked over to catch an eyeful.

Spitzer and Smith checked out of the hotel on Sunday night after a five-day trip that started on New Year’s Day.

On Jan. 2, Smith tweeted a cryptic message and picture from the tropical location: “Happy New Year. Here’s to spending 2014 with the person (or ppl) you love.” On Sunday night she followed up with, “I’m at the mercy of the JFK airport gods.”

One passenger on their flight back to New York was disgusted to see the duo.

“Guess who is on our plane? Eliot Spitzer . . . ” Linda Geraghty, @geraghtyvl, tweeted on Sunday night.

“He’s with female companionship,” she later wrote.

Lisa Linden, a spokesperson for Spitzer, denied the account. “These assertions are totally untrue,” she said.

Spitzer and his long-suffering wife, Silda Wall, announced the day before Christmas that they are getting a divorce.

Eliot Spitzer threw himself a drunken divorce party hours before he and long-suffering wife Silda Wall filed paperwork in Manhattan to end their 26-year marriage.

Spitzer, with his new girlfriend, former Bill de Blasio flack Lis Smith, and six other friends were seen knocking back bourbon and a tower of beer at Brother Jimmy’s BBQ on Eighth Avenue late Monday, after attending the Knicks game.

Eliot and Silda quietly filed for a contested ­divorce on Tuesday, under the name Anonymous v. Anonymous, after their lawyers were apparently not able to reach a private agreement on terms. It is believed that Spitzer’s huge real estate empire, developed by his father, Bernard Spitzer, could be a key battleground in the divorce.

But despite this, Spitzer was in a jovial mood on Monday and was keen to celebrate his upcoming newfound freedom. Witnesses said the former Love Gov and his pals arrived at Brother Jimmy’s just after 11 p.m., and one spy said, “The whole group seemed pretty excited and giddy. When the server came, the ordering was chaotic; they were shouting out ‘sliders,’ ‘wings,’ and each time an order was submitted they were cheering and high-fiving each other. They seemed already drunk and ordered vodka, a margarita, and a beer tower, which is four pitchers in one container.”

Our source continued: “It took a few minutes to bring the beer out, and Spitzer got impatient and ordered two Jack Daniel’s and Cokes, signaled that one of them was for him, and another for a male friend, but then Spitzer downed them both.

“They were jubilant, joking constantly, high-fiving and really excitable. They were drinking and having fun. Eliot seemed so happy, he paid for the entire check and tipped 25 percent, before he staggered out around 12:30 a.m. with Lis Smith on his arm.”

Incidentally, there used to be a burger on the Brother Jimmy’s menu called “The Number 9” named after Spitzer’s infamous Client No. 9 scandal. One regular sniffed, “It was a beef burger with a fried egg, cheese and bacon — for a man who wants to have it all and likes all the extras.”

Toe-sucking ex-Gov. Eliot Spitzer and long-suffering wife Silda Wall have formally called it quits, filing Tuesday to end their 26-year marriage, a source told The Post.

In Manhattan Supreme Court papers filed as “Anonymous vs. Anonymous,” the couple listed the breakup as “contested,” although Wednesday night, a spokesperson for Eliot and Silda said that the issues are now resolved and the divorce will not be contested.

The filing comes just weeks after The Post’s bombshell report that revealed Spitzer was shacking up with years-younger ­political mouthpiece Lis Smith, an aide in his failed 2013 run for city comptroller.

A day after The Post ran its exclusive photos of the canood­ling couple, Spitzer, 54, and his lawyer-wife, 56, issued a joint statement saying their marriage was kaput.

Spitzer spent Christmas Day with Smith, 31 — who at the time was working for Mayor de Blasio’s transition team — at her parents’ home in the Westchester town of Bronxville.

Then, over the New Year’s holiday, Spitzer and Smith turned a Jamaica-resort hot tub into a steamy love cauldron, with the shamed pol sucking the toes of his topless mistress in view of kids.

“She would sit in his lap. Then he’d put her feet in his mouth. He licked her toes and was playing with her feet,” an aghast witness told The Post.

The sexually charged showing evoked memories of 2008, when Spitzer was forced to resign after being outed as ­“Client 9” in the Emperor’s Club VIP high-end hooker scandal.

Investigators believe he spent up to $80,000 on prostitutes.

Spitzer and Wall met at Harvard Law School and married in 1987.

Their three daughters are now 18, 20 and 23.

Eliot Spitzer’s hooker-loving ways have cost him big — with ex-wife Silda scoring a $7.5 million cash payout and a steady stream of payments to maintain her luxurious lifestyle as part of their divorce, The Post has learned.

A “postnuptial” agreement promises 56-year-old Silda a lifetime of ease in exchange for the years of humiliation she endured married to the former governor, who resigned in disgrace after being revealed as “Client No. 9” in a federal prostitution probe.

In addition to a $7.5 million settlement dubbed a “lump sum” but payable over seven years, Silda also gets $240,000 a year in maintenance for the rest of her life — with all the cash coming after Eliot pays the taxes.

Eliot, 54 — son of ailing real-estate magnate Bernard Spitzer — further promised to “use his best efforts” to ensure that Silda gets to stay in their tony Fifth Avenue apartment at no cost to her, or else move her to “a replacement residence of similar size, location and quality.”

The deal remains in effect even if Silda starts living with someone, but she has to give up her maintenance payments and pay “all the occupancy expenses” for the apartment if she remarries.

The 31-page deal was signed Sept. 4 and filed in the Manhattan County Clerk’s Office on Feb. 5.

A copy was obtained by Radar Online and reviewed by The Post.

Related records show Eliot — who has been dating political publicist Lis Smith, 23 years his junior — can easily afford his freedom.

The documents, which can be seen in full at radaronline.com, that note about Radar has to stay in show Eliot had real-estate holdings valued at up to $46 million as of the date of the agreement.

He reported adjusted gross income of $4,268,000 for 2012, while Silda’s was $112,000.

Silda had grimly stood by her cheating hubby when he quit the governor’s office in 2008 over his hooker scandal, which revealed his penchant for wearing black socks while bedding then-call girl Ashley Dupre.

Silda and Eliot finally called it quits as a couple in a public statement last year after The Post published photos of him shacking up with Smith at her Soho apartment.

Smith had served as Eliot’s spokeswoman during his failed bid for city comptroller last year.

She was later hired as communications director by Mayor de Blasio during his mayoral campaign but didn’t make it with him to City Hall.

In addition to the cash and housing, Eliot also agreed to pay for a host of Silda’s living expenses, including health care and medical insurance, an accountant, housekeeper and part-time assistant.

She also gets a new car “no more than every five years,” unspecified “entertainment” costs and up to $100,000 a year to donate to charity.

The divorced couple agreed to continue sharing ownership of their $5 million upstate farm.

In a clear nod to Eliot’s philandering, both sides had agreed, pre-divorce, not to use the farm “in any way, including choice of visitors, that would cause any of their children emotional distress, unhappiness, embarrassment, hurt or harm in any way.”

They also pledged, post-divorce, to work out a “mutually agreeable schedule . . . so that each party has an equal number of weeks and weekends in any year.”

Either one can also trigger a sale to the other, with Eliot agreeing to pay at least $2.5 million, or half the market value, plus another $200,000 after taxes, if he exercises the option.

They also put in place a confidentiality agreement that stipulates that neither they nor reps may publish anything “concerning intimate details of their marriage” or “any other intimate details of the other’s life, or the other’s business, professional or financial affairs” without written consent.

They can be fined $125,000 to $375,000 for violating that agreement.

The first $1 million of Silda’s lump sum was due within 180 days of their legal separation. That came on Christmas Eve.

Their split was finalized in February, with Spitzer jetting off with Smith on a first-class flight to Vail, Colo. Earlier, Smith had brought Spitzer to her parent’s Bronxville home for Christmas, after which the couple were spotted frolicking in a hot tub while on vacation at a Jamaican resort.

Spitzer’s rep didn’t return a request for comment.
