Churchill should have been second at worst.  Attlee was liberal buffoon.
"...And these atomic bombs which science burst upon the world that night were strange, even to the men who used them."  H. G. Wells, The World Set Free, 1914

"The one pervading evil of democracy is the tyranny of the majority, or rather of that party, not always the majority, that succeeds, by force or fraud, in carrying elections." -Lord Acton

Churchill on Atlee: "Mr. Atlee is a very modest man. And he has a great deal to be modest about."

"Mr. Atlee is a sheep in sheep's clothing."

"Mr. Atlee is a sheep in sheep's clothing."

Churchill most definitely had skill at turning a phrase.

I would think it'd be a toss-up between Churchill and Thatcher for best of the lot; however, the two of them are orders of magnitude better than the rest.
