The biggest mistake that the USA ever made was not developing a rail system using the Peacekeeper missile.

That too.It was a bad deal But the USAF cancelled the rail and mobile program in the 1991. The proposal was made by President Reagan in the mid 1980s to put these Peacekeeper missiles on railroad networks that would criss cross the country.Intended to increase the survivability of the force in the event of a counterforce nuclear attack by the Soviet Union, the 50 train-based missile launchers, fitted two to each of twenty-five trains, would supplement a force of 50 silo-based missiles that would replace existing Minuteman missiles

I remember when that was proposed.

At the same time the "Midgetman" was proposed at the same time.The Midgetman was to be carried by a Hard Mobile Launcher (HML) vehicle. Most of these vehicles would normally remain on bases, only being deployed in times of international crisis when nuclear war was considered more likely
