If the Russians and the Chinese worked together hard enough, and if each was willing to bear a significant, but not fatal, amount of economic pain (at least in the short to middle term), then yes, they could easily bankrupt the US at this moment in history; however, it won't be primarily through forcing the US to respond to a plethora of new weapons systems, although that would be a factor, instead, it will fundamentally involve dethroning the US dollar as the sole currency of international trade.  The Chinese have already started trying to gin up something like this; if they get the Russians to go along with them, they might have the chance to succeed.  Should the US dollar no longer be the sole currency for international trade, foreigners' need to hold US debt drops, and accordingly, the interest rates on that debt would have to rise, thereby bringing ruinous domestic interest rates to the US.  At that point, having to expend significant amounts to respond to new weapons deployed by Russia and China together becomes a much more grievous problem because it would stress the budget at precisely the point when it is least able to deal with that stress.

Unfortunately, the man most to blame for such a situation will have been out of office for several years by that point.

The main sticking point in the Russo-Chinese Axis is that China has been stealing Russian technology. Primarily, the Chinese has been stealing jet fighter technology and submarine technology.Chinese engineers have not offered anything new. The J-11BS is a two-seated modification of the J-11B, which appeared in China as a result of an international scandal. The plane resembles a Sukhoi  airplane.
