They are a little bit between a rock and a hard place here.

The 29 is coming to the end of it's service life and is outclassed by the F-35. Yet they need a decent multi role fighter, even if the development and production costs are going to be a strain.

Remember they are developing the PAK-FA airplane. Its their answer to the F-35.
