NSA and other U.S. intelligence agency staff members are said to be angry at President Obama for denying knowledge of the spying.

Wouldn't want the CIA pissed at me...

First of all, why should Obama break role?  He has to go with "I didn't know about it."  Just because the White House  approved it is no guarantee that Obama gave the order.  It may have been Valerie Jarrett (de facto president) or Jay Carney. :whistle:
