The State of WV, in its infinite wisdom, awarded a contract to a tech vendor to create something called "WVOASIS". This computer system will completely replace the financial and administrative systems used by all state agencies. Price tag - nearly $100 million. Unfortunately, however, there already have been setbacks and missed deadlines.
Name of vendor = CGI.
