First Lady Michelle Obama’s Princeton classmate is a top executive at the company that earned the no-bid contract to build the failed Obamacare website.

Toni Townes-Whitley, Princeton class of ’85, is senior vice president at CGI Federal, which earned the no-bid contract to build the $678 million Obamacare enrollment website at Healthcare.gov. CGI Federal is the U.S. arm of a Canadian company.

Townes-Whitley and her Princeton classmate Michelle Obama are both members of the Association of Black Princeton Alumni.

Toni Townes ’85 is a onetime policy analyst with the General Accounting Office and previously served in the Peace Corps in Gabon, West Africa. Her decision to return to work, as an African-American woman, after six years of raising kids was applauded by a Princeton alumni publication in 1998

George Schindler, the president for U.S. and Canada of the Canadian-based CGI Group, CGI Federal’s parent company, became an Obama 2012 campaign donor after his company gained the Obamacare website contract.

On the government end, construction of the disastrous Healthcare.gov website was overseen by the Centers for Medicare and Medicaid Services (CMS), a division of longtime failed website-builder Kathleen Sebelius’ Department of Health and Human Services.

CGI Federal did not immediately return a request for comment.

Toni Townes-Whitley joined CGI in May 2010. She is a Senior Vice-President currently leading the Civilian Agency Programs (CAP) Business Unit for the Federal Group. CAP serves 22 Federal Civilian agencies with 1,850+ members geographically dispersed across the U.S. and 34 countries internationally. The CAP Unit offers a broad portfolio of solutions, including cloud, ERP, application and infrastructure outsourcing, and consulting services.

Toni Townes-Whitley joined the CGI Federal management team in May 2010, and has been responsible for the successful delivery of services to 22 Civilian Agencies within the U.S. Federal Government. As the Business Unit Manager for Civilian Agency Programs (CAP), Ms. Townes-Whitley is responsible for sales, client relationships, P&L and member management for CAP’s 1,850+ members across the U.S. and 34 countries internationally. CAP is the largest Federal Business Unit and has a broad portfolio of cloud, Momentum/ERP, consulting and outsourcing solutions. She is a member of the U.S. Executive Management Committee, as well as the Strategic Growth Council, which drives the growth of the U.S. business.

Prior to joining CGI, Ms. Townes-Whitley served as Vice President for Global Public Sector, System Integration and Consulting at Unisys Corporation. In that role, Toni was responsible for strategy, business development and client service for Unisys’ public sector consulting, systems integration and application services across the North America, UK, Continental Europe and Asia-Pacific regions. Formerly, she served as Vice President and Managing Partner for Unisys Global Industries in North America where she led a $200M P&L for the financial, transportation, telecommunications and public sector industry groups.

Ms. Townes-Whitley is a recognized leader in the IT market, formerly serving as President of Women in Technology (WIT), which promotes women’s advancement in all fields of technology. She currently serves on the Leadership Foundry – enabling Executive women to secure Board Director positions. She has recently been named to the Board of the Northern Virginia Technology Council (NVTC) and is currently the co-Chair for The Women’s Center of Northern Virginia Fall Gala. A writer and presenter on topics of IT innovation and transformation, Ms. Townes-Whitley has collaborated with and/or presented to such organizations as Council for Excellence in Government, the Minority Enterprise Executive Council, General Dynamics, MIT, Princeton University, NYU, Working Mother and PINK magazines, and numerous others.

Ms. Townes-Whitley is a former Peace Corps volunteer, serving in central Africa from 1986-1989, and a graduate of Princeton University’s Woodrow Wilson School. She has received Certifications from Wharton Executive Education, NYU, and the Performance Management Institute.
