Which means the "product" will be substandard and congress knows it.  At first they were going to be part of it, then all of a sudden they don't want to be part of it.  That tells me they (democrats and republicans) new this plan was a dog. :bolt:

That was just to provide cover to get it passed.

Now they have exempted themselves as they always do...
