 House Conservatives Revolt

In a few minutes, House Republicans will meet in the Capitol’s basement. The chief topic of conversation: the emerging Senate deal. But before the meeting even begins, House conservatives are bashing it behind the scenes, and they’re pushing leadership to reject the compromise. A flurry of phone calls and meetings last night and early this morning led to that consensus among the approximately 50 Republicans who form the House GOP’s right flank. They’re furious with Senate Republicans for working with Democrats to craft what one leading tea-party congressman calls a “mushy piece of s**t.” Another House conservative warns, “If Boehner backs this, as is, he’s in trouble.”

But that’s unlikely to happen. As of 8:30 a.m., House conservatives believe the leadership is well aware of their unhappiness, and they expect Boehner to talk up the House’s next move: another volley to the Senate, which would extend the debt ceiling, reopen the government, and set up a budget conference, plus request conservative demands that go beyond the Senate’s outline.

“What they’ll come up with in the Senate will not get the support of most House Republicans,” predicts a House conservative strategist. “And thus, after a lot of hand-wringing, it’ll be DOA. Just like with BCA in 2011, the most important question is, what can pass the House?  Everything else is subordinate to that. So, while the Senate is taking the lead right now, I expect the focus will soon shift back to the House, and back to the idea of doing a six-week extension of the debt ceiling.  While Obama and Reid won’t like it, they don’t want to go past October 17, either. The politics of the debt ceiling are different from the shutdown. And so, we feel they’ll reluctantly accept it as a stopgap measure.”

“How can folks be satisfied with income verification being put into place?” asks a top House conservative aide. “That was already law of the land, and the administration just chose to delay it. Just another thing that I think McConnell can be dinged on. I just don’t see how there can be widespread support for this in the conference in the House, and I am amazed at how much bad blood has developed between House and Senate Republicans the past few days.”

Senate conservatives, for their part, are also skeptical, and at least a handful of them are planning to complain to Senate minority leader Mitch McConnell this morning when Senate Republicans meet. Senators Lee, Cruz, and their allies aren’t expected to back it. “Things are still fluid,” explains a Senate Republican aide. “The initial buzz wasn’t great. It was seen as a really small step forward, like a free Coke and pack of crackers. Nice, but nothing to write home about.”

“The larger problem, particularly as we go forward for House members, is a free Coke and crackers aren’t going to cut it with Cruz, Heritage, FreedomWorks, and the Senate Conservatives Fund,” the aide adds. “They have been selling the idea they know the winning Powerball numbers and we are about to hit the jackpot. Expectations of what is achievable and what we can get out of this remain way out of whack . . . Keep in mind the activists are still calling offices pushing for the full defund of Obamacare. The message has not been relayed to the grassroots that the defund option isn’t going to happen no matter how long we hold our breath or how much we wish it would happen.”

House GOP Plans Pre-Emptive Move to Counter Senate
House GOP leaders outlined a new plan "to reopen the government and avoid a default on the debt, in an apparent attempt to prevent the Senate from jamming them with a deal they don't support," Roll Call reports.

"The proposed measure, outlined at a morning GOP conference meeting, would fund the government until Jan. 15 and raise the debt ceiling until Feb. 7. However, it would prevent the Treasury from using "extraordinary measures" to delay any default after that Feb. 7 date. The measure would also eliminate health care benefits for lawmakers and cabinet officials, require income verification for Obamacare subsidies, suspend the Obamacare medical device tax for two years."

If the debt ceiling is not raised, and there is no spending resolution, then SOMETHING is going to have to get defunded, isn't it?

The administration has done everything in its power to panic the public and the markets, and yet the only people who are in panic mode are in the media and a few wobbly Republicans.

changes the Senate plan in several ways that are designed to make it more palatable to Republicans. The executive branch would not be able to shift funds to soften the blow of sequestration, as in the Senate bill; House appropriators want Congress to stay in charge of how the money gets spent. The delay in the reinsurance tax–which Senate Democrats put in their plan to appease unions–would be dropped. The medical device tax would be suspended for two years; that’s not in the Senate deal. The Vitter amendment would be applied to congressmen, the president, the vice president, and the Cabinet but not congressional staff. The Senate deal has nothing Vitterish in it. And the Treasury’s ability to take extraordinary measures to delay hitting the debt limit in the future would be restricted: It would become, as it once was, a firm deadline.

Opinions differ among House members on whether the Democrats would feel compelled to accept something like this.

The "wins" in the House plan are not that big, but not sure Ds can accept any R wins for ending shutdown, raising debt limit.

The House GOP is setting itself up, once again, to get full blame if the nation defaults on Thursday.  They are in no position to demand anything.

They're not going to stop digging........................

That would assume that 'much of the GOP base' didn't expect to be sold out in the end anyway!

That would require an outsider and an outsider will never succeed in D.C.

Looks like you've fallen for 0bama's lies, too.  He is Constitutionally bound to pay the nation's debts before anything else.  Treasury has about 10 times as much coming in every month as is necessary to service the public debt.  If he declines to pay the debt first, the House should immediately prepare articles of impeachment.


They are in no position to demand anything.

Doesn't look that way to me.  They are the people's representatives, the House of Representatives.  One of the reasons budgets originate in the House (see Federalist #58) is that the people must be protected from out of control spending.  0bamacare is a budget buster and as such, it makes sense to include it in any budget discussion.

Educated or not, people know when they're being trashed.

My grandfather used to say that if you tell a lie about a person they'll laugh.  Tell the truth about them and they'll get mad.  Sounds like the old guy knew what he was talking about.
