Maybe those same sanctimonious neighbors could join the spirit and pony up some contributions to get the brick needed to make this house acceptable.  Perhaps they should petition their local masonry suppliers for free or at-cost bricks and mortar, their local contractors for free or at-cost labor to put the brick up.

That would, I think, be a creative win-win for everyone, and a much better solution than the ill-will these neighbors are creating with their non-creative solution.  For example, have they considered how poisoned neighborhood relations would be if their petition loses and the house is built as designed?  If the lack of brick is their only problem with Sgt. Wood and his house, then the solution to that problem is uniquely in their hands, and does not involve petitioning to have the house blocked.
