A leadership aide, via e-mail, explains Boehner’s play:
We have Members who want to stay all-in on delay/defund, and others who want to switch to a more practical option, like the medical device tax. We’re doing both – and putting all of the pressure on Harry Reid, where it belongs.
House Republicans, for now, are enthused about this development. As they crowded around tables in the Capitol’s basement, eating Qdoba and listening to Boehner, they chanted “vote, vote, vote” in support of the decision.
