I think you are being purposely obtuse.  Bozell is pointing out the GOP ignored what the voters were telling them about spending in 2005/2006 and paid for it dearly, he is warning they are doing the same thing now and will also end up paying for it.

Actually it was more than four lines and the article was to make the point that the GOP is augering for a 2006 repeat.  You know that is what it says, just want to argue.
