I think this is a non-scandal purposely thrown out to distract from the real scandals that are going on in this administration. Echelon has been going on since the 1960's.

ECHELON is a name used in global media and in popular culture to describe a signals intelligence (SIGINT) collection and analysis network operated on behalf of the five signatory states to the UKUSA Security Agreement[1] (Australia, Canada, New Zealand, the United Kingdom, and the United States.--Wikipedia

That is what the NSA does, monitor communications from many sources.  As the technology has improved so has the snooping ability.  The real issue is that we have a rogue government that is abusing the powerful tools that are at their disposal.

However it has not been shown that the NSA is one of the abuses.  The FISA judge appears to be a good judge.   
We risk scandal fatigue and frying the brains of the majority of the voters and then they will just give up on the entire basket of scandals.
