Lawmakers reach agreement 'in principle' to avert shutdown

Lawmakers said on Monday night that they had reached an agreement "in principle" to avoid a second partial government shutdown set to begin on Saturday.

“We’ve had a good evening. We’ve reached an agreement in principle between us on the Homeland Security and the other six bills,” Sen. Richard Shelby (R-Ala.) told reporters.

The breakthrough came after Sens. Shelby (R-Ala.) and Patrick Leahy (D-Vt.) and Reps. Nita Lowey (D-N.Y.) and Kay Granger (R-Texas)—the top members of the Senate and House Appropriations Committee—met three times on Monday night in a last-ditch effort to get a deal.

Negotiators refused to discuss the particulars of the deal and Lowey said staff were still finalizing the details. Lowey said she hopes for legislation to be released on Wednesday.

“I think everyone will say good work,” Granger said.

If negotiators are able to hold an agreement together, it would mark a dramatic U-turn from earlier Monday when both sides were still divided on two key issues: funding for physical barriers along the U.S.-Mexico border and a snag on Immigration and Customs Enforcement (ICE) detention beds.

The group of core negotiators refused to discuss how they resolved the ICE fight, after Democrats proposed a cap on the number of ICE detention beds, arguing it would force the Trump administration to focus on “serious criminals,” and that numbers were in line with those from the Obama administration.

"We worked it out in principle. We think it's going to work," Shelby said.

Shelby said the agreement includes funding for physical barriers along the U.S.-Mexico border, but declined to say how much the agreement is for or whether it's more than the $1.6 billion included in the Senate's initial Homeland Security bill.

There were signs that a break-through was imminent earlier Monday evening when Shelby and Leahy, standing side by side as they spoke to reporters, said they were closing in on a deal and could wrap up talks before Tuesday.

"We’re talking about reaching an agreement on all of it," Shelby told reporters.

Congress has until Saturday to get the seven remaining fiscal year 2019 appropriations bills to Trump's desk to fund roughly 25 percent of the federal government, including the Department of Homeland Security.

The venue holds 8,000...but the fire department took mercy and let 10,000 in.   :laugh:

Whenever bills pass the House and Senate, the Speaker and President of the Senate (or Pro Tempore) sign them to be delivered to the President for his signature. I learned that in 8th grade civics.

I have to go to bed now.  I can't handle the ups and downs of Trump any longer.  He is on the border talking about all the crimes illegal immigrants are committing and shaming Democrats for not wanting to lock up criminals.  But his negotiators are undermining the very things he is saying making stupid deals.  This is ridiculous.

Well, I expected Trump would not get the whole amount he wanted for his wall -- in a negotiation there should be give and take --  but if the rumors of the terms of the agreement are true, he and the Republicans have been hornswoggled.

Again.

And this is why I would have liked to have seen Trump's deal making skills in action instead of him running off on another rock star tour.

But...this supposedly is an agreement in principle.  Let's see what the actual agreement looks like before we rend our garments and throw ashes on our heads.

Mulvaney was brought in as acting CoS, because of his familiarity with Congress. He was on the Sunday shows, talking about other executive actions that might be taken to get funds. Now you know why. Politico seems to have had a line on the outcome, last week.....

That makes it all the more likely that Trump will be forced to choose between two unpalatable options: a bipartisan deal served up by lawmakers, or executive action that falls short of an emergency declaration. A more modest executive order has been under review by the White House counsel’s office for weeks, which Mulvaney has termed “legal executive authority.” Both choices are likely to provide much less money than what the president has been demanding for a border wall.

That's why I dreaded getting on this thread @Right_in_Virginia   I knew it would be endless agonizing, speculation, negative thinking and nobody knows what Trump will do.  And yet one of our members claims Trump is wearing her out.

If it's a compromised deal between the people he said needed to work something out, vetoing it would put him back in ownership of a shutdown. He's not going to make the emergency declaration he's previously threatened. Instead, he'll go with this milquetoast version Mulvaney has been pimping the past few days. It'll be yet another cave, but I'm sure you'll start posting YouTube videos again, telling us the wall is already being built.   *****rollingeyes*****

Three people familiar with Congress’ tentative border security deal tell The Associated Press that the accord would provide $1.375 billion to build 55 miles of new border barriers.

That’s well below the $5.7 billion President Donald Trump demanded to build over 200 miles of wall along the Mexican boundary. The money will be for vertical steel slats called bollards, not a solid wall.

Democrats dropped their proposal to limit the number of detained immigrants caught inside the U.S. to a daily average of 16,500. Republicans opposed that demand. There is currently no such limit.

Bargainers agreed to fund 40,520 beds to detain immigrants entering or in the U.S. illegally. That’s the same number funded last year, though the actual figure held is around 49,000.

Their big donors love the cheap labor. The Chamber or Commerce masturbates to pictures of truck loads of uneducated garbage humans being trucked in from Mexico. Trump is the only one attempting to do something tangible about the border since Operation Wet Back in the 50's. I have no quarrel with him. I do have a quarrel with this fat loser Sen Shelby. He's voted for more H-2B visas and DACA even though he talks all sorts of shit about putting a stop to it.

It's amazing how Trump continues to draw huge and wildly enthusiastic crowds and I know it causes some people and politicians to be jealous.  (Poor Beto tonight)

But that is part of his job as President and leader ... to bring the public around to his plans and he is a master at it.

Once the public is firmly behind him, the fuddy duddies in the Senate will get in line.

Reagan did the same thing.

Trump is the only one attempting to do something tangible about the border since Operation Wet Back in the 50's. I have no quarrel with him. I do have a quarrel with this fat loser Sen Shelby. He's voted for more H-2B visas and DACA even though he talks all sorts of shit about putting a stop to it.

I was impressed that he entered the fray about California's wildfires which California wants the US to pay for.  California is one of the worst touchy-feely environmental wacko states and their unrealistic forest protection codes made their forests just plain fuel.  I can't imagine another president bringing that up.  Just another occasion of leadership.

Last I read the supposedly fake green cards and where they came from was being investigated by the FBI.

You'd think that a person campaigning on building a wall to help combat the illegal problem we have would make double damn sure they didn't have any illegals working for them, but wtf, everyone in SoFlo (and apparently NJ) has illegals cutting their grass.

Then, he shuts down the government over a CR he ends up agreeing to a month later. To top it all off, this deal is for 55 miles of wall, when he shot down an offer for 65 miles of barrier last summer.

That’s entirely the point. He won’t have the last word, because he takes a hit on the right, either way. There’s no massive support for a shutdown from this Congress. That’s what a veto gets. It’s not the same as December, when a lot of them were out the door, anyway. He’s not getting the full support from McConnell this time around, especially after a bipartisan group worked out this deal.

Signing it draws fire from the base. It’ll only get worse when he pulls this weak executive move, over an actual emergency declaration he’d promised before. I haven’t seen someone neuter themselves like this since Marshall Applewhite and Hale-Bopp.

That’s entirely the point. He won’t have the last word, because he takes a hit on the right, either way. There’s no massive support for a shutdown from this Congress. That’s what a veto gets. It’s not the same as December, when a lot of them were out the door, anyway. He’s not getting the full support from McConnell this time around, especially after a bipartisan group worked out this deal.

Signing it draws fire from the base. It’ll only get worse when he pulls this weak executive move, over an actual emergency declaration he’d promised before. I haven’t seen someone neuter themselves like this since Marshall Applewhite and Hale-Bopp.

Technically, that's correct.  But.... the only reason 'why' the economy did well then was due to the Republican control of both houses of Congress and the Contract with America that was so wildly popular (balancing the budget) with American voters back then.   With the DemocRats in control of either part of Congress.... the economy will become stagnant (again) due to obstructionism and the inability of Trump to get anything that is good for America passed.

After observing Trump in the last two speeches (SOTU and El Paso wall rally).... I am now convinced that he, at least, is sincerely trying to drag us in the right/correct direction....

It's amazing how Trump continues to draw huge and wildly enthusiastic crowds and I know it causes some people and politicians to be jealous.  (Poor Beto tonight)

But that is part of his job as President and leader ... to bring the public around to his plans and he is a master at it.

Once the public is firmly behind him, the fuddy duddies in the Senate will get in line.

Reagan did the same thing.

In a situation like this, what is needed is leadership -- a guy to get people together and hammer out a deal that will work for all.  And if necessary, apply that hammer to a few heads, both in his party and on the opposite side.

Running around the country to preach to the choir does not accomplish anything, other than energize his already adoring fans.  It does nothing to accomplish what he has promised. 

Elected officials in DC really don't care what we peons think -- and haven't for a long time.   As president, Trump should have been more engaged in working toward a resolution.  Even if he could not physically be present at the negotiations, he should have stayed in DC and actually worked behind the scenes.  I don't see any evidence that he has.

It's good to see a settlement has been reached and (barring a Trump veto),  the government won't be shut down.

Yeah,  the border barrier funding is still inadequate,  but the absolute last thing we need at this time is a government shutdown that wipes most everything else off the news.

And the news these days is delicious:   Dems self-immolating with radicalism and identity politics come home to roost -  rape,  racism and hypocrisy in Virginia, crazy-ass plans to ban planes, cows and private insurance,  and partying to celebrate new laws allowing infanticide.   

Let the Dems have the news cycle, folks, and let Trump keep reinforcing the SOTU's message that he represents the political center.

Really.  We call liberals who love to dole out other people's money for the masses "bleeding heart liberals".  Your stance on immigration is what has been wrong with Republicans for a very long time.  Their amnesties and inability to stop the flow of benefits to people who break the laws make them RINO. (Not the only issue of course)  Not much of a difference between "bleeding heart liberal"

It is those RINO's that have been forcing me away from the party.  Because it has nothing to do with "heart", but everything to do with lobbyist and votes.    People like that are driving the American people away.  If the illegals keep pouring in then Americans will be the minority in America. Although I found Trumps promises during his campaign a fairytale I wished like all the rest of the people that voted for him that we could reign in illegal immigration.  It is ruining our country and putting us in debt.

Here’s the dose of reality - this ‘deal’ funds the government through the fiscal year, which I believe is until September. If there’s one thing McConnell and Pelosi agree upon, it’s that they want to be done with this and not hammer out things, every few weeks. There was an agreed upon CR last December. Trump backed out, after the base got fired up, when it sailed through the Senate. I’d almost guarantee they’d muster the votes in each part of Congress, to override him, if he tried that again. I’m guessing that’s been conveyed, during the discussions Shelby has had with WH personnel.
