It’s called counterterrorism. If the mob is going to act like terrorists, they’ll be monitored for it so it doesn’t escalate.

It's weird though that those snipes were never dispatched to the George Floyd riots. Billions damaged, fatalities, burning, full swaths of land occupied and autonomous zones. So why now?
