In the real world, he cannot do that or order that summarily. In the real world Moderna has begun a Phase 2/3 study with children as young as 6 months and up to age 11 (a similar study was begun with 12-17YOs in early December):

In the real world, the studies are being done to protocols designed by the FDA (do I have to point out that Dr. Fauci is not part of the FDA?) by hospitals and universities (not by the NIH, one of which Dr. Fauci leads). In the real world, participating children and youths do so willingly, with their parents' assent.

In the real world, if the FDA approves Moderna's vaccine for youths and children, parents still would have to agree to their minors' receiving the vaccinations.
