I would not doubt, and I would not be surprised, to find out that somehow/some way - Obama was the one who 'ordered' this strike.
With Biden asleep and incapacitated most of the time, the U.S. government is wide open to manipulation by deep-state agents and international operatives. America is a ship with no one at the helm. Whoever grabs control of the rudder is now de-facto 'in charge'.

Of course. It's all still Obama, Susan Rice, and anyone else who may have called the shots during that administration who still call the shots during the current administration. Biden’s goal in Syria is to complete the plans Obama started with funding and arming the rebels. They want Assad gone by any means necessary and have no concern for the consequences.

Susan Rice was unconfirmable due to her involvement in Benghazi and unmasking. Biden installed her as the Director of the United States Domestic Policy Council where she is able to wield total control of all aspects of policy making.
