    The Defense Department's reemphasis on irregular warfare is part of a broader effort to counter Russia and China — who are both pursuing similar capabilities.

Funding is no problem because Special Operations will be the first unit turned over to UN control,and the UN has PLENTY of money.
Anyone who isn't paranoid in 2021 just isn't thinking clearly!
