The answer to the question in the article title is that the FDA decided that Pfizer's application for Emergency Use Authorization was so critical that the FDA's review committee would meet 20 days after Pfizer submitted its application. If Pfizer applied in the UK the same dame as in the US, the UK gave its approval in 12 days. Full Bureaucrat Speed ahead!

Testing of the BioNTech/Pfizer vaccine with human participants began in late April, and over 20K people have received the vaccine since then. It's long past the "lab rat" stage. @rustynail, if you don't want to receive the vaccine, that's your choice. But why do you want to deny/delay my ability to make that choice?
