Eating crow: Gov. Cuomo and Mayor de Blasio both owe the city better on indoor dining

We love outdoor dining, but for NYC’s 27,000 (and shrinking) eateries, it’s less than a full meal. More than 1,300 restaurants have already been forced out of business due to COVID-19 and associated social distancing rules. As cold weather approaches, the rest warn they’ll soon follow unless they can do what’s already legal in 57 of New York’s 62 counties: serve customers indoors, with strict rules and capacity limits.

Gov. Cuomo hasn’t given a scientific explanation of why indoor dining can’t return here. Virus case rates, new daily cases and population density in the five boroughs are similar to in Nassau, Suffolk and Westchester, where indoor dining’s been underway more than two months, without causing an outbreak.

Cuomo insists, without evidence, that NYC remains in detention because its residents and leaders are uniquely incapable of following or enforcing social distancing rules.

It's all because Cuomo wants to be the one in charge. De Blasio doesn't want indoor dining. Now, Cuomo's already allowed indoor dining in most of the state—so he knows it can be done safely. But he does not want to let De Blasio be the one to dictate what goes on in the city where he was elected mayor. If Cuomo says "go ahead, do indoor dining at 50% capacity like the rest of the state," De Blasio will try and overrule him. And Cuomo won't tolerate that.

It is a power grab.
