San Francisco voters will consider several ballot measures in November, including an Overpaid Executive Tax and a measure to build more public housing, after their unanimous approval on Tuesday by the Board of Supervisors....This measure would ask voters whether to assess a 0.1 percent surcharge on the annual business tax payable by companies that pay their CEOs 100 times more than their average worker.Haney said the greater the disparity in pay, the higher the surcharge, with the company of a top executive who is paid 200 times as much as an average worker paying a 0.2 percent surcharge. The tax, which would apply only to large companies and is modeled after a similar measure enacted in Portland, Oregon, could raise $140 million annually, Haney estimates. He suggests the money be used to hire thousands of nurses, doctors and emergency responders.
